Step 1: Determining the category of persons eligible for a housing subsidy for the purchase of liquefied gas in a cylinder:
The subsidy for liquefied gas in a cylinder is assigned to families whose income does not allow them to pay for heating on their own. Certain categories of citizens are also entitled to assistance – war veterans, victims of the Chernobyl disaster, large families, and others.
Note “Basic requirements for subsidy recipients”:
- Citizenship of Ukraine or other legal status of residence in Ukraine.
- Registration of residence in the residential premises for which the subsidy is issued.
- Absence of debt for payment of housing and communal services.
- Household income must not exceed a certain level (individually for each household).
- The household does not receive a utility service for the supply of thermal energy for centralized heating (heat supply) and does not use natural gas or electricity for individual heating.
Step 2: Apply to the social security authority and collect the necessary documents.
Contact your local social security office for advice and to clarify the list of necessary documents for your case.
Fill out the application form and prepare the documents.
Note “Indicative list of required documents (originals and copies)”:
- A document confirming the purchase of liquefied gas (cash receipt, which must be provided when purchasing liquefied gas in a cylinder).
- An application for a housing subsidy. The application form will be provided to you by the social security authority.
- A document certifying the identity of the applicant (passport of a citizen of Ukraine) and members of his household.
- Registration number of the taxpayer’s registration card (identification code).
- Certificate of family composition issued by the registration authority of the place of residence (for example, a village/settlement council).
- Documents confirming the right of ownership or use of residential premises (if owned).
- Certificates of income of the applicant and all household members for the previous period (usually for 6 or 12 months).
- Details of the applicant’s bank account (IBAN) to which the subsidy will be transferred (if available).

Step 3: Submitting an application and documents to the social security authority.
The employee who accepts the documents must check their completeness and provide you with a copy of the application with a mark of acceptance.
*The subsidy for the purchase of liquefied gas in a cylinder is provided once a calendar year upon personal application.
Step 4: Review of your application.
The decision to grant a housing subsidy/not grant a housing subsidy/refusal to grant a housing subsidy is made within 10 calendar days after submission.
The authorized body shall notify the applicant of the decision within 3 calendar days from the date of its adoption.
Step 5: Receiving a decision on the allocation of a subsidy and its receipt.
In case of a positive decision, the notification will indicate the amount of the assigned subsidy and the procedure for its payment.
The subsidy for the purchase of liquefied gas in cylinders can be paid in cash through a bank
branch/post office or by transferring funds to your bank account.
Note “Liquid gas consumption standards:
The subsidy is provided within the established consumption norms. For example, the minimum norms for providing the population with liquefied gas used for cooking are:
- Two cylinders (42 kg) per year for one or two people.
- Three cylinders (63 kg) per year for three or four people.
- Four cylinders (84 kg) per year for five or more people
